Wrong questions allow for considerable waffle room in framing an answer.

If Nunes is correct, then the mealy-mouthed individuals attacking Trump will have an out, in their eyes. We said that Trump and company were not targets of a Title III devoted to Russia. Oh, you mean the other Title III why didn’t you say so. Trump and company were not targets of a Title III. Oh, you mean the hours of recorded conversation and piles of transcripts where somebody in the Trump organization spoke with a target of the investigation or called a targeted telephone. We told you they weren’t targets.

I would be willing to bet that if you could access a database of phone numbers called by a targeted phone and track the most often called numbers, one company would be revealed as Mr. Big. The one company that criminal and terrorist organizations contacted most frequently, Domino’s Pizza.

Normal Title III protocol allows the monitor to listen to every conversation made or received from a target phone to any other phone. Once it becomes clear that the conversation does not involve the suspect or associates, then the monitor must stop listening. The monitor can revisit the conversation periodically to make sure that the people involved or topic of conversation has not changed. The process is called minimalization.

FISA imposes additional requirements on monitors and investigators. U.S. citizens caught up in a FISA wiretap must have the identity protected and not placed in reports circulated. In this case, the bartender at the local CIA watering hole can identify the U.S. citizens caught on tape, and recite the conversation verbatim.
