Police Officer panhandler sets up motorists for seat belt violation citation. The scam, undercover officer sets up at busy intersection, equipped with sign soliciting donations.  Motorists who undo their seat belt in order to access their wallets or money in pockets are identified.  A uniformed officer located down the street makes a subsequent traffic stop and issues citations to offending drivers for not wearing their seat belt.

Traffic enforcement is very important, it gives really stupid cops something to do.  You have been warned.
