Here’s the scenario. Hunter is in the process of negotiating payoffs. If the Ukrainians, Chinese, fill in the blank will come up with the cash, Hunter will see that the “Big Guy” will deliver on Hunter’s promises. The telephone call to Joe Shits-a-lot is Hunter’s ante into the game. Here’s the thing, Hunter is not promising that he can implement the proposed agreement. That’s not his job. What he is offering is access to the guy that can.

I’m just a broke down retired narc. I don’t know anything about high level government corruption. I do know about dope deals. I’ve participated in thousands of drug deals. They follow a similar pattern. Most of the street level dealers I negotiated with, didn’t have any dope. What they did have is access. They knew a guy. Sometimes the would-be dealer knew a guy who knew a guy. We call this person a middleman.

Here’s how it would play out. The middleman would claim that he could provide a controlled substance. The erstwhile dealer didn’t have any dope but he/she could get it. All the buyer had to do was give the middleman the money and be patient. This is known as “fronting the money”. There are two hard and fast rules in a dope deal: (1) don’t take a check and (2) don’t front the money. Afterall if the middleman was so tight with the connection why wouldn’t the connection front the dope? Ain’t gonna happen.

In other words, the middleman didn’t have any money or dope. What he had is access. If the middleman had money, then he could purchase the dope from his connection and return to complete the transaction. Lacking funds, the middleman must demonstrate that the connection exists, has the dope and is willing to do the deal. Calling Basement Joe and talking about the weather while the Ukrainians, Chinese, fill in the blank listen in establish Hunter’s access to the guy that can make things happen. There is no need for Basement Joe get down to specifics, that’s Hunter’s role.

I hope my explanation helps. International politics is so confusing. The Biden telephone calls just have to be put into a context within the experience of Congress critters and the MSM. The Biden influence peddling scheme is just like a dope deal. I’m sure they understand dope deals.
