He gets it! This is memo is important on several levels. First, it acknowledges that the traditional law enforcement response of containment ensures that the shooter remains undisturbed on the killing ground. In six sentences the Sheriff sets out his expectations. Finally, he demonstrates his faith that his deputies can carry out their duties without  being micromanaged by him.

I made the same proposal in the 90’s at a Critical Incident Management for Commanders seminar. It went over like a hickey on a hemorrhoid. I was  right then,  just as the Sheriff is right now.
