NEVER, NEVER, NEVER throw your flashlight at cars. Modern rechargeable flashlights cost $100. Most guys have to buy their own. When a cop throws a flashlight at a car bad things can happen. The flashlight can get broken. It can break the grill, windshield, or other window. If that happens the officer may never get his flashlight back. Either way there goes a hundred bucks.

Highway flares on the other hand are provided by the department, so no out of pocket expenses. Secondly, they are impressive as hell when they strike the vehicle. Spark fly everywhere.
