Fentanyl became the breakfast of champions after I retired. The press calls fentanyl use a national epidemic. The problem is so widespread, I can think of one solution. The solution comes in two parts: (1) Legalize fentanyl and make it available over the counter. (2) Require a three day waiting period prior to dispensing or administering Narcan. 

Narcan can reverse the effects of an overdose. First responders are seeing an increase in the number of people who overdose multiple times and are then revived with Narcan. Narcan was supposed to be a remedy for an accidental overdose. Instead, it is a “fail safe” for users seeking the ultimate high. 

The benefits of such a move will have an effect across the board. As the pool of Fentanyl users die off; welfare, criminal justice, and medical costs will decrease.
