I’m going to take a slightly wild assed guess. The shooter (pictured below) was unhappy because he couldn’t get laid even with a $100 bill clutched in his sweaty palm.

I would think the motive was obvious. The victims apparently rubbed the shooter the wrong way. Cop humor, it’s an acquired taste.
